Conceptualizing Capacity Building
This brief presents different dimensions of capacity building — a term that is frequently used but hard to define and measure. The brief examines the literature on capacity building, and outlines strategies to evaluate capacity-building services. It also includes and annotated bibliography with links to useful tools like state and district capacity assessments.
